Developer comments: We're aligning the recovery of Dire Triggers with Reaper’s primary fire to improve the flow when alternating between the two.

Developer Comments: We're squashing a few bugs that we believe have contributed to Reaper's high win rate. We're also making a slight adjustment to Revolving Ruin's ramp up time and maximum stacks. We're planning to make some more adjustments to Reaper's weapon builds in the future to incentivize them to build stats other than just Weapon Power.

Developer Comments: Reaper originally had a higher rate of earning Cash from damage and healing since on average he has more difficulty dealing consistent damage due to his range. However, Reaper has been overperforming and making too much Cash so we’re pulling this back a bit.
Developer Comment: Talon got tired of all of the shotguns Reaper was wasting and cut him off their weapon budget until he learns to be more resourceful.
Developer Comments: The recovery time change will allow Reaper to weave primary fire shots between uses of Dire Trigger, reducing the friction of using this ability.
Developer Comments The added survivability from this passive is being tuned down now that Reaper has 300 health and more reliable mobility after the cast time reduction to Shadow Step.
Swift Shadow
Developer Comments: With the previous patch change to how armor reduces damage, shotgun weapon heroes like Reaper lost some value since much of their gameplan revolved around pressuring large tank heroes. To help shift Reaper toward being more effective against smaller targets we're tightening the weapon spread on the Hellfire Shotguns and reducing the amount of time enemies have to react to his Shadow Step teleport.

Developer Comment: The Reaper and Moira changes are addressing an inconsistency with the interaction of Wraith Form or Fade with mobility-locking effects such as Junkrat's Steel Trap, Sigma's Gravitic Flux, Zarya's Graviton Surge, and Cassidy's Magnetic Grenade. They are now disabled similarly to Tracer's Recall or Sombra's Translocator, which are abilities that also phase out and can move the player.
